Starting July 1, 2024, new laws introduced by House Bill 1021 and House Bill 1203 will change
the educational requirements for Condominium and Homeowners Association (HOA) Board
Members in Florida. Here's what you need to know about the updated rules.
The Florida Department of Business and Professional Regulation (DBPR) is dedicated to
helping board members understand their roles and responsibilities under these new regulations.
To support this, DBPR has developed a free 4-hour Board Member Certification Program, which
aligns with the new statutory requirements for both Condominium and HOA board members.
This course will be available on the DBPR website by August 15, 2024, and registered users will
receive an email notification once it's live.
Additionally, DBPR is actively working on the rulemaking process to implement various aspects
of the new legislation, including the requirements for education providers. Guidance on the
process for educating Condominium and HOA board members will be released later this fall. For

Key Requirements for Condominium Association Board Members:
● For Directors appointed or elected before July 1, 2024: You have until June 30,
2025, to complete the new educational curriculum.
● For Directors appointed or elected on or after July 1, 2024: You must complete a 4-
hour educational curriculum within 90 days of being elected or appointed.
Key Requirements for HOA Board Members:
● For Directors elected or appointed before July 1, 2024: You must complete the
educational curriculum within four years, provided you serve on the board continuously
during this period.
● For Directors appointed or elected on or after July 1, 2024: You must complete the
required education within 90 days of your election or appointment.
These changes are designed to ensure that all board members are well-informed and equipped
